Yes. Property settlement and divorce are separate processes, and you do not have to wait until you are divorced to deal with property. Time limits do apply. If you were married, you generally have twelve months after your divorce becomes final to commence property proceedings. For de facto relationships the general limit is two years after separation. Do not leave it too late.
For a divorce, usually not. Where you and your former partner can agree on property, we can document that agreement so it is binding without a contested hearing. If a matter is genuinely in dispute, that is not work we take on, and we will tell you that early rather than late.
